Call for Independent Expert to review non-Assessor Licensing Scheme (non -ALS) HCV Assessment in conformity to the 2018 RSPO P&C, Indicator 7.12.2

The 2018 RSPO P&C include new requirements to ensure the effective contribution of RSPO to halting deforestation. This will be achieved by incorporating the High Carbon Stock Approach (HCSA) Toolkit in the revised standard. In the consideration that RSPO members may be in various stages of compliance with the newer 2018 RSPO P&C, ‘No Deforestation Task Force’ (NDTF) has developed a set of guidelines to guide members in complying with the requirements for certification. 

In the development of the guidelines, the NDTF has agreed to a RSPO HCV Assessment review of non-ALS HCV assessments (dated Jan 2009 – 21 June 2019), which is applicable for the scenarios listed below:

  1. Uncertified plantations and no new land clearing after 15 November 2018 with a non-ALS HCV assessment
  2. Approved NPPs with land clearing after 15 November 2018 and non-ALS HCV assessment

The aim of the RSPO HCV assessment review of is to ensure they meet the quality standards of the prevailing RSPO requirements.  The review shall be done following a checklist developed by the NDTF.  

Failure of the RSPO review will result in a new integrated HCV-HCSA assessment or a new ALS HCV, depending on the specific scenarios.

ALS-approved HCV assessments are exempt from this requirement as they have undergone the ALS quality review process.
